Recently, the People's Government of Shuicheng District, Liupanshui City, issued the "Announcement on the Action Plan for the Development of the Hydrogen Energy Industry in Shuicheng District, Liupanshui City (2025-2035) (Draft for Public Comments)".

The Action Plan states that, relying on the 2 million mt/year coal coking project of Guizhou Energy, it will take hydrogen production from coke oven gas as the starting point, and use public transportation and coal transport heavy-duty trucks as breakthroughs to promote demonstration applications. Centering around the hydrogen production process from coke oven gas, it will carry out the construction of infrastructure for hydrogen production, storage, transportation, and hydrogen refueling stations, and create a demonstration scenario for the application of over 50 hydrogen-powered heavy-duty trucks in the transportation sector. In terms of hydrogen production, it will establish one hydrogen production plant. In terms of infrastructure, it will build over two hydrogen refueling stations. In terms of promotion and application, it will promote new energy equipment such as fuel cell heavy-duty tractors and dump trucks around specific coal logistics and transportation scenarios, including coal mines, coal washing plants, coking plants, thermal power plants, and freight yards. In terms of investment attraction, it will actively introduce a batch of hydrogen energy equipment enterprises, as well as enterprises engaged in the operation and supporting services of fuel cell vehicles.

Phase I (2025): Lay the Foundation and Establish Demonstrations

Work Objectives: Actively promote the construction of the 2 million mt "coal-coking-chemical-electricity" circular economy project of Guizhou Energy Shuicheng, and build new 2×660MW coal-fired power generation projects and a 2 million mt/year coal coking project within the coal-coking-chemical-electricity circular economy base, forming a complete circular economy industry chain that includes the graded and qualitative utilization of coal, the comprehensive utilization of waste heat and pressure, and coke oven gas.

Key Tasks:

1. Actively promote the construction of the coking project. The 2 million mt "coal-coking-chemical-electricity" circular economy project of Guizhou Energy Shuicheng, as a major and key project in Guizhou Province, is expected to produce over 3 billion m³ of hydrogen annually after it goes into operation.

2. Scientifically plan and construct hydrogen refueling corridors. Based on the emission volume of waste hydrogen from coking plants in Shuicheng District, plan the construction of hydrogen plants to address the current challenges in hydrogen production, storage, transportation, and R&D applications. Explore the comprehensive application of gaseous, liquid, and solid storage and transportation technologies. In combination with the operation routes and areas of fuel cell buses, coal transport vehicles, and dump trucks, scientifically and orderly plan and layout hydrogen refueling stations, reserve land for the construction of hydrogen refueling stations, and encourage enterprises to retrofit and expand hydrogen refueling facilities within existing gas stations, gas filling stations, and charging stations.

Phase II (by 2028): Strengthen the Industry Chain and Expand the Scale

Work Objectives: 1. Actively cooperate with the municipal government to apply for the third batch of national demonstration city clusters for fuel cell vehicles, and strive for corresponding national support policies. 2. Actively strive for corresponding national support policies and introduce over one enterprise engaged in hydrogen energy equipment and related industries (including the manufacturing and assembly of fuel cell vehicles). 3. Rely on leading enterprises to integrate industry innovation resources, establish hydrogen energy industry R&D platforms such as industrial innovation centers, engineering research centers, and manufacturing innovation centers, create over one closed-loop transportation scenario for hydrogen-powered heavy-duty trucks, complete and put into operation over one fixed hydrogen refueling station, and put over 20 hydrogen-powered heavy-duty trucks into application.

Key Tasks:

1. Promote the demonstration and application of fuel cell vehicles. Take the lead in demonstrating and promoting the procurement of fuel cell vehicles in areas such as the addition and replacement of buses, coal transport, sanitation and garbage collection, and muck transport vehicles within Shuicheng District. Increase the proportion of fuel cell bus routes to achieve demonstration applications of fuel cells in various fields.

2. Plan, introduce, and cultivate key projects. Conduct an in-depth analysis of the hydrogen energy industry chain, focusing on "complementing, strengthening, and establishing the chain". Develop a series of key industrial projects in the hydrogen energy sector and establish a dynamic project library for hydrogen energy industry investment attraction. Improve the assessment mechanism for tracking and introducing investment attraction projects, allocate hydrogen energy industry investment attraction targets to various functional departments, and conduct hierarchical assessments based on tracking, negotiation, signing, and implementation.

3. Rely on the existing industrial foundation to strengthen investment attraction by leveraging the application end to support the manufacturing end. Develop supporting hydrogen energy industries and establish a comprehensive ecological chain system for the development of the hydrogen energy industry. Strengthen connections with enterprises represented by Risesun Power, Guohong Hydrogen Energy, Houpu Clean Energy, Feichi Auto, etc., in the fields of hydrogen fuel cells and power systems, hydrogen storage and transportation, hydrogen refueling equipment, and automobile manufacturing, and strive to establish production sites in Shuicheng District.

4. Utilize coal tar to produce graphite materials, extend the manufacturing of bipolar plates for hydrogen fuel cells, and introduce production and manufacturing enterprises for hydrogen fuel cells, power systems, and energy storage systems. Develop supporting industries for new energy batteries and materials. Leverage the advantages of basic materials such as aluminum and basalt fiber in Shuicheng District to provide supporting resources for the development of the hydrogen energy industry and achieve full-chain development of the hydrogen fuel cell vehicle industry.

Phase III (until 2035): Achieve industrialized and large-scale development

Work Objectives: By 2035, based on the existing industrial foundation of Shuicheng District and centered around the transportation demand market of coal mines, power plants, coking plants, etc., carry out demonstration and operation of hydrogen fuel cell heavy-duty trucks. Gradually reduce costs, expand the scale, actively introduce hydrogen fuel cell and complete vehicle manufacturing industries, improve supporting facilities, create more than three closed-loop transportation scenarios for hydrogen energy heavy-duty trucks, and complete and put into operation more than two fixed hydrogen refueling stations, with more than 50 hydrogen energy heavy-duty trucks put into application.

Key Tasks:

1. Actively promote technological innovation and breakthroughs. Support and promote the large-scale development of hydrogen production from coke oven gas, the commercial application of liquid hydrogen storage technology at normal temperature and pressure, and the localized production of hydrogen production, storage, and purification equipment. Explore and cultivate a new integrated application model of "wind and solar power generation + hydrogen energy storage", and gradually form an energy storage system that integrates hydrogen energy storage with other energy storage methods. Support the use of hydrogen as a raw material to produce industrial raw materials such as synthetic ammonia and methanol, and develop downstream terminal chemical products, guiding the industry towards low-carbon and decarbonization processes. Support the development of multiple hydrogen sources, including hydrogen production from methanol, hydrogen production from natural gas, and secondary utilization of renewable resources, to form core competitiveness in the fields of hydrogen production, storage, and transportation.

Second, actively build high-quality public service platforms. Encourage qualified enterprises to carry out R&D on efficient and low-cost hydrogen production technologies, accelerate research on key technologies for safe hydrogen storage devices (equipment), conduct research on key technologies and system integration for hydrogen fuel cell stacks, key materials, and core parts, carry out demonstration research on multi-scenario applications of hydrogen fuel cells, collaborate with leading domestic scientific research institutions, and rely on leading enterprises such as Guizhou Energy to establish industry-university-research platforms to enhance the core competitiveness of the industry.

Third, encourage "specialized, sophisticated, unique, and new" small and medium-sized enterprises to participate in the R&D of key common technologies in the hydrogen energy industry. Actively cultivate a group of single-product champion enterprises with strong independent innovation capabilities, promote collaborative innovation and integrated development among large, medium, and small enterprises, establish scientific research platforms such as hydrogen production process research centers, new material research centers for fuel cells, fuel cell R&D centers, and fuel cell vehicle research centers, jointly carry out cutting-edge technology R&D and industrialization demonstration development in the hydrogen energy and fuel cell fields, actively participate in the research and formulation of standards in the hydrogen energy industry, and promote the advantageous technology products of Shuicheng District to become industry, group, and even national standards.
